In 2024, housing developer Persimmon in discussions with North Somerset Council, set up the new Haywood Village Endowment fund from Section 106 contributions.

The fund was established with £43,000 and gives out grants in partnership with Haywood Airfield Leisure Enterprise (HALE), a residents’ association which runs the community spaces at the local primary school, Haywood Village Academy.

HALE has committed to topping up the fund each year to ensure that community projects can be supported now and in the future.

How we work with Section 106 funds

We recognise that regeneration of a local area goes beyond bricks and mortar. As new homes are built, the need for services and local provision that reflects the desire of its communities increases.

Some of these are fulfilled by new infrastructure, which the local authority implements. Others, like the need for community spaces, residents’ activities or wellbeing groups may fall outside of statutory responsibility. As these can change over time, the best outcome is for local residents to lead on these initiatives with the knowledge that they can get the support if and when they need it.

A fund invested through Quartet, using Section 106 planning obligations from housing developers, can provide a stable resource for local residents today and in the future. With an established track record of independent grant-making, and a history of working with place-based needs, we are ideally placed to steward this important resource for new housing infrastructure.
